Request for Qualifications – SCADA Design and Integration Services

The LCWSA is seeking Statements of Qualifications (“SOQs”) from qualified firms to provide professional Supervisory Control and Data Acquisition (“SCADA”) design and integration services for the Authority’s water and wastewater facilities. The intent of this RFQ is to prequalify one or more firms with demonstrated expertise in municipal SCADA systems for future task-based assignments.

The objectives of this RFQ are to identify firms capable of supporting LCWSA’s SCADA program by improving system reliability, standardizing control platforms, enhancing cybersecurity, supporting regulatory compliance, and providing operationally intuitive control and monitoring interfaces.  It is the intention of this RFQ to provide LCWSA with a list of pre-qualified firms to be assigned various SCADA and consulting tasks as need arises.  This RFQ will also serve as the LCWSA’s compliance with the New York State Environmental Facilities Cooperation (“NYS EFC”) Certification for A/E Services Procurement for Federally Funded Projects.

All questions regarding this RFQ shall be directed to the Designated Contact identified above no later than Friday, May 29, 2026 @ 2:00 pm.  Responses to questions received will be issued in writing and posted no later than end of business day Friday, June 5, 2026 @ 4:00 pm.

Deadline for submission of proposals is:  Friday, June 12, 2026 @ 2:00 pm.  Late submissions will not be accepted. LCWSA reserves the right to reject any or all proposals.
