LCWSA Governing Board
The Authority is governed by a seven member Board who are Livingston County residents and are appointed by the Board of Supervisors for a three year terms. These members are civicminded individuals with diverse backgrounds, who volunteer their time to the organization. In accordance with Public Authorities Law, the Authority has established the required Governance and Audit and Finance Committees. The Board has elected to meet as a committee of the whole to discuss governance, audit, or finance related items.

Mark McKeown joined the Livingston County Water and Sewer Authority Board in 2018. He became Chairman of the Board in 2020 and his current term runs thru 2023. He’s retired from General Motors Corp. after 40 years as a Supply Chain Manager and was a Village of Avon Trustee for 20 years and Deputy Mayor. He retired from office in 2022. He resides in Northern Livingston County in Avon, New York.

Steven Beardsley is a lifelong Livingston County resident, residing in York. He is a graduate of Cornell University and Graduate School of Banking from the University of Colorado. He is the Senior Vice President and Commercial Lending Manager at Tompkins Community Bank. He has served on several other community Boards and is currently the President of the York Central School Board.

Michael Falk is an RIT graduate in Electrical Technology with a Master’s Degree in Systems Management. He is a veteran of the Gulf War and is a member of Francis M. Dalton Post 282 American Legion and Kenneth B. Keating Post 26 VFW. He is the Town Supervisor for the Town of Lima and is President of Lima Crossroads Council.

Dave Fanaro is life-long resident of Livingston County. He served as a member of the USAF. Discharged as E6 and served as a Civil Engineer and traveled to many bases worldwide. He feels honored to serve on the Liv. Co. Board of Supervisors. Dave is the owner of Lakeview Construction, LLC as well.

Barry Ceci is a Rochester Institute of Technology Electrical Engineering graduate. Founder and CEO of Telog Instruments, Inc. serving the water & wastewater IoT information monitoring and management markets. Associate Director of the Conesus Lake Association active within the Water Quality section. Officially retired but busy.

Don Higgins retired in 2020 as the Livingston County Highway Superintendent following 33 years of service. He proudly serves in a leadership roll with the Patriot Guard Riders NY, a volunteer organization that provides escorts, flag lines, honors and other support for military Veterans at the time of their passing and for their families. Don was proud to participate in the construction of the very unique Livingston County Veterans Monument at Hampton Corners on Route 63 in Groveland.

Ted Saunders was a Safety Specialist and Manager for 40 years with a major insurance company. He helped manage the Groveland Station Water Corp. for 25 years, which was one of the last privately owned water systems in New York State. He is now retired.
